Evelyn Ruggles-Brise

Born in Finchingfield, Essex
Born on 8th of December 1857
Died on 18th of November 1935

After his education at Eton and Balliol College, Oxford, Evelyn Ruggles-Brise entered the Civil Service, serving as Principal Private Secretary to four Home Secretaries. In 1892 he was appointed as a Commissioner of Prisons for England and Wales, and three years later became Chairman of the Prison Commission, with a brief to introduce reform. His most telling contribution (after touring the USA for research) was to create in 1908 the borstal system, separating young offenders from their older counterparts.
